Someone may have shoveled the sidewalk already and salted it or it could be a heated sidewalk.

If there was no video footage, they probably would have flat-out denied they hit anything.

Two things, they probably thought it wouldn't be on tape. They could claim since it was on the end previous cars out of control had damaged it. If there were witnesses, they could claim they just did a little of it.
They may have also been thinking since they were in for a penny might as well be in for a pound. Since they already damaged it, the insurance was going to pay anyway so what they hell.
Of course they could have just been douche bags.

I think you are being a little unfair .
# The Earth-mover and Tow-truck both slid sideways at various times .
# Without the sliding under normal circumstances the Earth mover may
have been able to steer around the parked vehicle .
# The Earth-mover driver was probably unable to communicate with
the Tow-truck driver .
# The Tow-truck quite possibly had poor rear vision due to fogged
windows , snow and the towing structure on his truck .
# Who knows what they were feeling , cold , tired , pressured , stressed
and are unlikely to be in the same league as Einstein .
