France built hardened aircraft shelters for the Kuwaiti Air Force. Guaranteed they'd survive an air attack. After the 91 Gulf War, Kuwait tried to get France to make good on their guarantee. France refused to repair/replace the HAS, as they said they were guaranteed against any air attack except for one performed by the USAF and their smart bombs. 12 years later, the HAS remained at Al Jaber Air Base, big holes in them, twisted rebar, huge piles of junk inside, unusable for storing aircraft. We used them for shade.
