China knows that just one hit on one of the major Yellow River dams would trigger a chain reaction that would take out all the dams downstream and flood the entire North China plain, killing tens if not hundreds of millions of people. China has most of its population concentrated along the coast and in a few inland metropolitan areas. This makes them extremely vulnerable to a nuclear attack. They want a strong deterrent, not a first strike force.
