That, of course, is not what he said at all. To claim he said "kick out the Arabs" is flat-out lie.
As we can see from the article, what he actually said is that some Arabs should be stripped of their citizenship and placed under the jurisdiction of the Palestinian Authority. He also said that boundaries could be redrawn to facilitate an exchange of territory where a Palestinian state would gain several Arab communities, and Israel would gain undeveloped land.
FM Avigdor Lieberman is a hardliner that frequently makes outrageous statements. He was appointed by Netanyahu to appease his far right constituents. But as Foreign Minister, Lieberman has no power to set policy. So he runs his mouth, and most people just ignore him.
* I have the right to live, thus I have the right to defend my life from attackers who would take it from me.
* I have the right to my private property, thus I have the right to defend my property from thieves who would take it from me.
* I have the right to self-determination, thus I have the right to defend my liberty from tyrants who would take it from me.
* The only usable tools for these tasks are guns, and thus I have the right to shoot anyone who would take my guns from me.
