Iran has been working on creating their own internally based intranet for some time now.
This Radio Free Europe article gives some detail on it.

But it's most likely that the clamp down is to prevent any problems tomorrow. Feb. 11 is the official anniversary of the Revolution and there's expected to be a huge crowds doing the usual demonstration stuff.
