The Southern Poverty Law Center, a group that has studied hate crimes for decades, says on its website that Page was a frustrated neo-Nazi who had been the leader of a racist white-power band known as End Apathy.

As always, there's a lot of conflicting info being reported by the media. But if it's PTSD, it's not from combat.

Pentagon info says he served in the Army from 1992-98 but was never deployed.

Fox News:

He was awarded the Army Commendation Medal, Army Achievement Medal, Army Good Conduct award, the National Defense Service Medal, Humanitarian Service Medal and Parachutist Badge.
Fox is also reporting that a neighbor says that he moved out of the apartment that he had been sharing with his girlfriend after they broke up 2 weeks ago.

The fact that he could be discharged for "patterns of misconduct" but have gotten a "Army Good Conduct" award shows you the level required to attain it.

A second "person of interest" is being sought. This person showed up after the shooting and left before they could find out what he was doing there.

As of this evening, the "person of interest" has been ID'd and not considered a suspect.

Journal Sentinel:

The GCM is usually awarded at the end of 3 years (or an enlistment period) if an enlisted soldier has not had any disciplinary actions and has passed yearly proficiency and physical testing. So it's possible that he got his GCM in 1995 or so, and the "pattern of misconduct" didn't begin until after that.
