I do not see any chance of this passing. If it did, I would expect a statewide LEO strike.

They *already* 'shoot to stop'. Killing is incidental to stopping the threat. If buddy takes three rounds and consequently is no longer a threat, but does survive, well hell, more power to him and I expect the officer on the scene to render first aid.
But if an individual is being shot at, it means they have already presented a deadly threat to the officer or to innocent bystanders, and at that point the absolute safety of those two parties must come before any consideration for the welfare of the person presenting the lethal threat.
The response by police must be measured and cosnidered in all cases, and resort to lethal force must be a last resort, but if that level of force is necessary, it's because half measures simply are not an option, and because that force is being employed to prevent equal harm to individuals who are *not* presenting a deadly threat of a criminal nature. Simply put- don't want to get shot center of mass? Don't put police officers in a position where the continuum of force compels them to use deadly force for fear of death or grievous bodily harm to themselves or a bystander.
A law compelling officers to aim for extremities will ultimately cost lives, because shooting at a leg or arm and missing buys the offender time to shoot back, and he will NOT be shooting to wound.
If you want to 'shoot to stop', you shoot to handicap critical bodily functions. That's what 'stopping' a lethal threat is. You make them no longer a threat by removing their capacity to be one, either through no longer being able to handle and manipulate a weapon, or being dead.
The lawmakers in NY are idiots.

I think a better alternative would be for NY state assembly to pass a bill that would require armed suspects to immediately drop their weapons when requested to by a LEO.
This way no one gets shot at all and this new law is not required.

When I first saw the headline, I assumed that this was some sort of initiative by the right-wing fringe element.
But then, I saw the words "in arm or leg", and I realized that it was an initiative by the left-wing fringe element.

In the past LEOs were accused of purposely shooting out the knees.
There were lawsuits, not challenging the shooting, but for intentional maiming.
So, the new law should make it clear that joints are not targets.
Better yet, flesh wounds should be required.
