The Fed's two rounds of purchasing government bonds and mortgage-backed securities were "generally successful" in lowering interest rates and helping to support the economic recovery, Mr. Bernanke said Thursday in Washington during his fourth and final lecture at George Washington University.

The "lower long-term rates have, in my view and in terms of the analysis we do at the Fed, promoted growth and recovery," Mr. Bernanke said, although he acknowledged that the effect on the housing market was "weaker than we would have hoped."

The Fed chief addressed critics who have worried about the effect of the asset purchases, known in the market as "quantitative easing." He emphasized that the Fed didn't "print money" to buy the assets, instead crediting banks with funds electronically. The bond buying hasn't contributed to volatility in price levels, Mr. Bernanke said.

"We've been quite successful in keeping inflation low," he said.

Mr. Bernanke observed that the bond-buying programs have actually earned money for the U.S. taxpayer, helping to reduce the federal budget deficit.

So if you create currency out of thin air by printing FRNs, it is bad. But if you create currency out of thin air electronically, it is no problem at all. Mr. Bernanke obviously believes that we are all profoundly stupid.
