A multi-million cell FPGA can cost tens of thousands of dollars PER PACKAGE. That's ONE BGA chip on a substrate. They make good prototypes for complex circuitry because they can be re-programmed, and the design can be tested prior to applying it to real silicon.
FPGA programming design is a pretty complex skill. I knew someone who was imported from Scottland on an H1B visa to do just such a job.
From this article, it seems they grow good FPGA programmers in Edinburgh.

I dont think that is a "cloud"?!
I heard the Air Force created a super computer using a hundred PS3s. It was a cloud and was CHEEEEEEEEEP!
