High over Alaska last summer, the Pentagon experimented with new, secret prototypes: Micro-drones that can be launched from the flare dispensers of moving F-16s and F/A-18 fighter jets. Canisters containing the tiny aircraft descended from the jets on parachutes before breaking open, allowing wings on each drone to swing out and catch the wind. Inch-wide propellers on the back provided propulsion as they found one another and created a swarm.

The experiment was run by the secretive Strategic Capabilities Office, a Pentagon organization launched in summer 2012 to figure out how to best counter growing strategic threats from China and Russia. The specifics of what the mini-drones can do are classified, but they could be used to confuse enemy forces and carry out surveillance missions using equipment that costs much less than full-sized unmanned aircraft. Video reviewed by The Washington Post shows the tiny aircraft, which weigh about a pound each, moving in packs and gaining situational awareness after sitting inert in the flare canisters.

One possibility is that they are to be used defending aircraft against
radar controlled missile attack.

When the enemy missile is close enough , a swarm of these devices made
from highly radar reflective material would be released and then fly close
together to emulate the radar profile of a single large aircraft ( a single decoy ) .

The clue being that these small drones are launched from flare dispenser
canisters which are already setup to respond when an attack is detected .

Larger UAVs could also carry such canisters to launch self defense decoys
or just to confuse enemy missile defenses .

Just my guesses .

Based on the aircraft type I would guess they might be defensive.

Jump into a dogfight, deploy, point them at the enemy, they become an autonomous swarm and get ingested into the opponents intake.

I think they are too slow to guarantee correct positioning for ingestion but I do wonder if
they may not deploy to create some form of highly sophisticated decoy system involving
dozens of decoys equipped with miniature radar transponders .

It's decoy's. The MALD concept.

It will spoof enemy radars, get SAM and Gun emplacements to show themselves, and generally wreak havoc on an enemy's air defense network. By the time the enemy figures it out, they have lost most of the AD ground assets and their interceptors are out of gas.

And finally run in with manned fighters and mop up what's left. If things go correctly, the manned fighters will drop only 250lb Small Diameter Bombs, on pockets of resistance. Artillery/Naval Gunfire/and Multiple Launch Rockets Systesm will handle what is left. Grunts roll in and park their asses on the real-estate, and the battle/war is over.

The grunts will have never fired a shot, and all will sleep nice and safe behind a wall of remote sensors and weapons systems. You'll almost be able to go to war in your flip flops and shorts.
