Default Lilac problems

What's not to love about the scent lilacs produce? Heavenly, no two ways about it. I have several that were here when we bought this place but they just struggle and straggle along. Close examination shows small holes in the bark with bugs inside. A neighbor told me I could fish around in the holes to kill the bugs, but surely there must be a better way. Anyone know anything about lilacs and the bugs that feed *in* them?

I think I'd give that bush a spray with Neem oil to start with. But I'd wait until you get a little break in the weather and can choose a cooler day. Sometimes oils can burn the foliage.
